Statement by Richard Boucher, Spokesman for the U.S. Department of State, on the Establishment of CICIACS

The United States extends its congratulations to the government of Guatemala, and to the United Nations, for agreeing to establish a Commission on the Investigation of Illegal Bodies and Clandestine Apparatuses. This agreement is a courageous effort on the part of Guatemala to deal effectively with human rights abusers and organized criminal organizations that have undermined the rights of the Guatemalan people to a free and democratic society.---
